PEM Http-Redirect not working

Hi, we're currently facing a problem in redirecting a website to a custom block page. We managed to block the facebook but it doesn't redirecting to the block page. We created a policy on pem and add fb-block-rule:

We use this iRule and applied it to a virtual server
