BigIP Ver 9.3.1 Admin ID Web role grayed out

We are just implementing an active/passive set of BigIP 3400 models and it appears the Admin ID on the Primary doesn't show any 'web user role' on the gui any longer. It used to until we created a couple additional admin-like accounts. I can login via the gui and via ssh using the admin ID, but don't understand how the "web user role" got grayed out in the gui. Has this happened to anyone else? It looks fine on the Secondary. I've tried rebooting, resetting the password, etc. but the gui will not allow me to modify this setting for this one particular user (which is the most critical, of course :-)

 

Any advice would be greatly appreciated! Just don't want to move to live production and have issues later on.
