NimbostratusTechnically, no you do not need a new license each time - F5 support can release the license (called an "allow move") to enable it to be provisioned on a new VE. This is required as the new VM has a different UUID than the VM previously deployed.
That said, why do you want to churn VE VM images so frequently? Could you achieve what you're trying to do by reverting to a "clean install" BIG-IP config archive, created post licensing?
