Virtual system, do you mean vCMP? If so then a virtual system is a bigip in its own right ie license, provisioned modules, VIPs, pools etc...
A partition is a separation of administration. For example, you may have a different partition configured separate to Common so a particular application team cab login to the GUI and manage their own app, whilst having no rights to other applications.

How to create a partition ?

in partitioning, each is a separate domain with its resources (interfaces, IPs, VS. , ...) ?
- natheCirrocumulusNo, that's more a Route Domain or a separate vCMP host. You can create multiple partitions, assign different applications to partitions and then assign different user(s) access to manage these different partitions, and, hence, their own applications.
