do you know health monitor's passphrase? if yes, can you try to re-enter it (e.g. in gui)?

DO we know the root cause for it, I uploaded UCS from version 11 guest and to version 13 guest with no-license and no-platform check but after successful loading of ucs I started getting the logger messages: logger : re-strating tmm logger : Re-strating bigd logger : Re-strating tmipsecd
