What is Service Error 6000? It should provide a more descript error along with the error code. It could be a number of things, such as you are attempting to use a Trial key on a non-trial VE.
You should be able to activate the VE the way you are attempting to, there is some other issue which the additional text in the error will tell you.

Yes. Generate a dossier from the device with the new license key. It doesn't need access to the internet (You can use command line, or browser interface).
Then access the F5 license site from somewhere else, and upload the dossier manually... Upload can be file copy, copy&paste, manual typing ( :) )
The resulting license file (Text) can then simply be put on the device and away you go...

Did you download the correct copy of BIG-IP VE? With the trial license, you must download the v11.3.0 Trial VE. The license will not work with any other VE image.

As before from the 11th March 2015. Generate a dossier and do the license separately. The device itself shouldn't need internet access. But you will need it somwhere to take the dossier and upload it to get the license file (Even if you have to use sneaker net to transfer)
The answer might not exactly match your initial question. It´s more related to the ability for offline licensing. This can be done now with the BIG-IQ License Manager. Your BIG-IP license keys will be registered on the BIG-IQ (includes the well-known dossier generation/upload/license generation/import procedure). But from know you can assign and revoke licenses to BIG-IP units locally without connecting to the internet. You may also want to check F5s solution for "closed cirquit networks" (aka CCN).
