How can you access AFM Network Firewall Ports lists in iRule

AFM and irules are separate. I believe you will need to use a data-group and refer to the data-group within the irule.

Did you try to create an Irule executed in the first policy rule with action continue?

You can filter the afm policy with the port list to execute the Irule based on it...
