Memory does affect how many modules you can run on the BIG-IP. I'd check the Release Notes from more information. Here is 11.6's Release Notes: BIG-IP Virtual Edition 11.6.0

It should work i'm running multiple(4) BigIP VE on a QNAP nas (KVM) i-5 Cpu, each of them have 4 GB memory

In case of LTM module alone, 4GB of RAM and 2 vCPU is a typical recommendation for v11.0 - v12.0. That's for the Guest System alone.
In your case, you should go for a Host System RAM upgrade. You want to make sure your Host System still has some RAM left for itself, after you have allocated 4GB of it to your BigIP Guest System. As far as the i3 processor goes, you're fine with what you have.
