Updated Irule Editor on a direct URL download ? rather than Updating from the Application

Correcting my terrible typos

When you want the updated Irule editor badly and you do not have an internet connection to Update - You expect the all updated Version to be available offline. Can someone post if there is an Updated Irule Editor available for a Direct download ?
