Unable to retrieve the ssl certificate list

When browsing in the webui to System - File management - SSL certificate list, i get the following error message: "General database error retrieving information" I can import or create certificates/csr, and have no problem creating ssl profiles either, but i cannot view the list itself, which is annoying.

Browsing on devcentral, has pointed me in the direction of restarting a service: bigstart restart httpd tomcat

but can this be done in production hours, or are there some other ways around this issue? the bigip is running 12.1.1
