SNAT only working on tmm0

I have run into an issue where some traffic is being processed by the LTM (hitting a ip forwarding VS with SNAT) but some traffic isn't. What I noticed from a TCPDUMP is that if the packet comes in on slot1/tmm0 it works fine and hits the rule, but if it comes in on slot1/tmm1 it doesn't hit that VS (lis=/Common/Outbound_SNAT)

Any ideas, I can't see any config on the VS that I would need to change.
