how to use ip to direct url

i got a website than will serve in different country by country a >> country b >>

due to safety i cant access to the main control panel of the website, therefore i can only create stand alone page (simple html page). and the page url will be country a >> country b >> but the path will not follow with the country, for example im in country a, once i get in to country b link path, the following path will be in country b

how should i make the url to direct back to the correct ip in my simple html page?
