Hi Fozail , I've tested it before on 11.x (i guess it was 11.5) and the behavior was the same ( the highest weight takes precedence) .Mostly they need to change this info on the mentioned manual.

Priority for Weight/Score in topology record would be highest or lowest

I experienced the same. It would be much appreciated if F5 would remove the wrong information. Thanks for confrming here what I found out as well.
