Can we have multiple clone pools attached to a VIP? Will the data be duplicated to both clone pools? We are trying to get duplicated syslog to 2 different clone pool destinations.

If this is just for syslog I would look to setup a Log Publisher with multiple Log Destinations configured and utilise that to send logs to as many places as you want.
If the F5 has a syslog Virtual Server then you would likely need an iRule to read the syslog message data sent to the VS and pass it to the Log Publisher using HSL.
Much easier than using clone pools.
