I would er on the side of caution and only re-license the unit once it is in standby mode. Take note of the following warning that is in the link Faruk posted:
Important: Traffic processing is briefly interrupted while the BIG-IP system reloads the configuration. When licensing redundant BIG-IP systems, F5 recommends that you activate the license on your BIG-IP devices while they are in standby mode

Hi,
When you reactivate license you have to keep in mind that the license reactivation process may reload the configuration and temporarily interrupt traffic processing. So if you want to not disturb your production follow this procedure:
You have to begin on standby member.
- Connect to standby member (Applicance-B) then reactivate license.
- once license is reactivated on standby member, check that your device is UP, ASM is started and APM session is duplicate (check on overview)
- then force active member (Applicance-a) to standby.
- reactive license on Applicance-A (standby)
- once license is reactivated on standby member, check that your device is UP, ASM is started and APM session is duplicate (check on overview)
- then if you want you can force standby Applicance B.
