Hi Sajan,
The default type is standard, so if you apply Performance (layer 4), its a FastL4 setup. In order to apply Irule, you would need HTTP Data, for which you need a HTTP profile.
With fastl4, you cannot apply HTTP profile.
But the behaviour is changed in the recent versions, Refer article.
Read through the article, you would see the limitations.

iRules can still be used with Performance L4 Virtual Servers, but any HTTP events such as HTTP_REQUEST won't trigger. You can still use events such as CLIENT_ACCEPTED or LB_SELECTED.

Simple answer is YES.
But depending on the version you're running you might be limited to layer 3/4 event based iRules.
