If I'm understanding your question correctly, you have some configuration objects on one BIG-IP system that you would like to replicate (copy) to other BIG-IP systems, but none of the systems are in a device group where you could use ConfigSync to do this. If so, then SCF will be your best friend. You can create an SCF backup of the configuration on "BIG-IP1," edit the SCF text file output to include only those configuration objects (such as pools or virtual servers) you wish to copy to the other systems, then do a tmsh load sys config merge file... to merge the configuration objects from the edited SCF into the existing configuration on BIG-IP2, BIG-IP3, and more.
