Convert entire config from 4.x to 9.x

All of the documentation I've found describes how to upgrade a device from 4.x to 9.x code. However, I want to put the 4.x config on new hardware running 9.x code. Is there a documented way to convert the config?

 

 

I opened a case with F5 and they said there isn't anything, he recommended shell scripting.
