Problem displaying XenApp apps on webtop

I am creating a remote access portal that needs to have remote access connections, portal apps, and Citrix published apps and desktops displayed on the same webtop. Everything else is working, but the Citrix apps. I am using the deployment guide manual configuration with no success. When I use the iApp, the applications display correctly, but I don't want to use the iApp because I will be forced to disable Strict Updates.

I verified the objects within the manual config matched the iApp generated config. The underlying problem is that the manually configured portal does not query the XML broker. Version is 14.1 HF3. I am deploying to displace the Web Interface servers.
