Nimbostratusyes it is enabled but it is just telling to put it as user input value for the parameter.
This sounds like you might want to open a support case. As a side note, do you have a JSON content profile created for the policy in question?

Just to make sure we understand the format, could you provide a small sample payload? It seems you are saying that an individual parameter is JSON.
