Out of interest, why do you want to force offline? If you want a server to stay down if it gets marked as such by a monitor then you can use the Manual Resume feature in the monitor settings.

Cause the health checks disable the pool member but the users who are currently connected on that server when it was marked down by f5, are still on that server and not switching to the other server - it does but takes time as per our testing (dont know if this is f5 settings or the server itself). When i did manually forced offline it switch to the other server immediately.

Have you tired changing the Action on Service Down setting in the pool? https://support.f5.com/csp/article/K15095
