BIGIQ on AWS China Can not scale out.

Hi There:

my BIGIQ version is 7.0.1

1. The application website work correct.
2. The ssg status OK .before trigger scale out.
3. after scale out failed the ssg status was critical
4. The application website work correct .
5. The Auto scalling group event history on aws china show nothing about scale out.
