Currently we have 2 F5 device and Plan to configure SSL VPN and Load balancer Exchange 2013.
SSL VPN: Total SSL Users count 1500.
We need to configure 2 URL – (ie:2 virtual sites).

You need to have a look at SOL13983 - BIG-IP APM support for Active Active high availability
The short answer is Active/Standby only configurations are supported for APM.
