there is no specific procedure for adding an interface on HA Pair but just good sense. Having HA allow you to do this manipulation without edge effect.because adding an interface requires a reboot.
So first of you have to begin with standby device and as you mentioned I advise you to create a Tagged VLAN, it allow you to create more Tagged vlan on the same interface. Then create a self IP on your new VLAN on your interface and always from standby device try to reach (Ping) the GW of you new VLAN in order to validate that your work is correct.
Then process a failover then do the same job on device 1 that standby. You will just have to create a floating IP more.
Don't forget VLAN name have to be the same between your ha pair...
And if you don't use Route Domain and I think it's your case, you can have only on Default GW. So if you want to reach an equipement behind you new network/vlan you have to add route...
