There's a knowledge base article SOL10788 which I found because of having this problem while uploading ISOs to our F5 LTM 1600 systems (upgrading from 10.0.1 to 11.0.0). I had the same problem with the Version 11 HF 1 ISO files. I was eventually able to upload the ISO files successfully with Firefox 5 on the Mac.
Putting the ISO files in /shared/images with scp worked as far as completing the file transfers was concerned, but the files did not appear in the list of known images in the Configuration utility web console.
The problems in SOL10788 is identifiable as such because "the following error message is reported when the upload of the hotfix [or release] images reaches 99 percent: em.error.ErrorReadingISO".
I wouldn't have thought that browsers could be so different in this regard!
