There are 2 different things, one is copying the configuration and the other is loading the configuration.
I think cpcfg will only copy the configuration and will NOT load.
Basically, the same as you boot to a new volume selecting copy from another volume.
As you saw, and I know if you do via GUI, both cases will complain if the version is older.
The configuration will only load when you boot the system.
UCS only allows you to install in the same or later version.
