whilst I can't offer much on why the F5 is needing a reboot, I did have issues with 11.6 HF4 not restarting after a reboot and showing exactly the same symptoms. I discovered that just rebooting the device, caused the same failed restart. If I removed the default route (leaving all others alone) the router would successfully reboot. Raised it with F5 who resolved it through and engineering hot fix and were going to introduce it into an AWS image but I don't know which one or whether it did get introduced.
