Choosing the correct version to upgrade to can be quite difficult. This is because it is dependent if you are looking into adding features only available in the major version (11.x, 12.x, 13.x etc). If you are only upgrading for security and stability reasons, you could stay within the same major version.
However, since you are running 11.x you should consider jumping to 12.x or 13.x. 12.x has been out for quite a long time now and is considered to be really stable. 13.x has matured as well. You can upgrade to these versions straight from 11.x.
The official recommendation from F5 is to upgrade to the latest long-term stability release. And these are:
- 14.0.x
- 13.1.x
- 12.1.x
- 11.6.x
- 11.5.x

So in your case it would be one of these:
- 11.6.3.2
- 12.1.3.6
- 13.1.1
