Yes cpcfg is needed to copy the configurations to newly created disk volume from old active volume. Execute the command after installing the new image.
License activation will be first step . So cpcfg needs to be done after installing the new image. Thanks, Senthil

I wouldn't run that command if you've already switched into the target volume. I believe it is only required if you run the installation for the new software without rebooting into it immediately, and then make changes that you later need to carry forward into the new installation slot. If you use the cli option
reboot
in the install
command, it should carry the configuration over.
Also, if you reboot via the WebUI, and select Yes for "Install Configuration" and specify the source/destination appropriately, it should carry over your config.
