Reset the Trust on both LTM's and readd a peer on one. Sometimes that "just happens" :) Make sure you can see the license / peer information. Sometimes it does not populate correctly and that is a red flag to show that it will not sync up.
If it does not sync back up, reboot both and they will both come back up; one being in the Active State.
