Can you try using VMware OVF Tool?
1. Download OVF Tool and install.
https://www.vmware.com/support/developer/ovf/
2. Copy ova file to D on windows.
3. Open cmd.
4. Change directory.
cd C:\Program Files\VMware\VMware OVF Tool
5. Deploy ova. Example command:
ovftool.exe --acceptAllEulas --datastore="MDEV_ESX_POOL" --net:"mgmt.addr"="VM Network" D:BIGIP-13.1.1-0.0.4.ALL-scsi.ova vi://172.16.12.12
vi://172.16.12.12 »»» VMware IP address
D:BIGIP-13.1.1-0.0.4.ALL-scsi.ova »»» Ova file location
--datastore="MDEV_ESX_POOL" »»» datastore name
--net:"mgmt.addr"="VM Network" »»» interface names. You may encounter error for this. You correct the interface names according to the error.
