I would like to ask if an existing highly available (2 nodes, active-standby) F5 LTM VE 200M can be added with hardware F5 2000s. If not, can the migration of the VE to HW be with no downtime and what is the procedure? Our main purpose is to migrate the VE configuration to the HW devices.

CirrocumulusSince 11.3.0 you can add different platform types, including both hardware and VE, to the same HA setup. So you could add a VE and push the config to it and then failover to the VE also.

Since the bigip version allows the concurrent HA of virtual & hardware, can you please inform me what is the most optimum way of migrating from VE to hardware devices:
1) Add the other new hardware devices to the VE (active-standby) group, sync them and then shutting down one by one the VE devices in order to failover to the hardware devices.
2) Have the hardware devices in sync (SCF file from the VE) and offline. Then shut down the network inrterfaces of the VE and activate the interfaces of the hardware devices.

EmployeeThe more seamless option is to add the new devices to the group and sync the configuration. Since you're working with VE, you'll want to be at least on version 11.5.0.
SOL15496 discusses upgrading hardware platforms, the same idea should apply here. Link for reference:
