have you checked /var/log/ltm? if pool is marked down by monitor but it is not indeed down, i think you may have to do health monitor troubleshooting.

We have received multiple alerts throughout day from F5 saying our applications are down. We have checked all our TIBCO logs which suggest our applications were up and running, and no downtime is observed on them.
Please help.
