On BIG-IP 11.x how to sync ZebOS config ?

I've not used zebos on 11.x yet, but in 10.x the zeros config was not synced. The two members of the clusters were seen as two different routers and, therefore, were using different zeros config. My best guess would be it is still the same in 11.x
