This really is not a good problem for devcentral, but would be a great problem for support. Configsync problems range from trivial to extremely difficult. In any case this is not expected behavior. You can reach support by calling 1-888-882-7525 or internationally 800 11 ASK 4 F5. Make sure you have the serial number for your BigIP before calling as you will need it to open a case.

I've found the reason. The health monitor has the "Manual Resume" option enabled and the network went down for a few minutes, and when it comes back the nodes were marked Forced Offline.
