Software SYN Cookie Rejects

Question

We are currently testing the LTM product on a VM, however, we are getting Software SYN Cookie rejects even with Syncookie check off. What could be the issue?&nbsp;
We are currently running BIG-IP 12.0.0 Build 0.0.606 Final&nbsp;
