Maintenance Page in HTML format in all pool members are down

Question

Hi,&nbsp;
Is it possible to host an HTML maintenance page on f5 to show up when all pool members are down. I have been looking at the links but not getting one direction. Our application team has designed a maintenance page that they want to display if the back end servers are down.&nbsp;
What's is the best way to do this?&nbsp;

Simplest would be like this:
