API signature for a file download via an F5 LTM

I have a situation with an F5 LTM load balancing a couple of servers. Each server needs to download a file every 15 minutes and the F5 BIG-IP is the DG of those servers.

 

The file that needs periodic downloading is in the Azure cloud and it is managed by a 3rd party. This 3rd party wants an "API signature" announcing a successful download each time one of these servers successfully downloads the file through the F5 LTM. Each of the servers can send an email upon successfully downloading the file. This email has to traverse the F5.

 

Can the LTM parse the http Request sent for one of the two servers to the download URL Azure server, as a result of receiving such a request, start a script or a REST api call to the Azure server ... then upon receiving a "download successful" acknowledgment email from the load balanced server terminate the script or the REST api call?
