Link Controller & Other Options

Is Link Controller really not available in the US? What are comparable products? I just need to provide internet link (two links) failover/load balancing at a single site. Both inbound and outbound traffic. Any thoughts? LTM and GTM/DNS seem to be overkill and are out of the budget. Thanks.
