Step one would be to be patient - this is a normal message but it can hang on occasion.
Step two.. if it seems to be hanging, SSH on to the box and check the licencing. I've had a few instances where licencing is INOPERATIVE so the WebUI doesn't start. The fix to this is to renew the licence via the CLI.
On the SSH interface run the following commands > bigstart restart httpd and bigstart restart tomcat
