Definition of local traffic objects

From sol11880: BIG-IP objects configured on a different subnet than the self IP address do not send gratuitous ARP requests during failover :

*The BIG-IP system allows you to configure IP addresses for BIG-IP local traffic objects that do not match the subnet of the self IP address on the associated VLAN. For example, virtual servers, NATs, or SNATs are local traffic objects.*

Just trying to understand this: Is a server pool, or a pool member, considered a local traffic object?
