On the pool, how did you configured the "Priority Group Activation" ? it should be set to less than 1 because you have only 2 backends and one in each group.

AltostratusYes persistence overrides active priority member. If the passive member was active at one time then clients may have persistence records or cookies pointing at the passive server causing bigip to send traffic there.
