Sorry, i was at vacations.

We have 250 users who will use Exchange on premise.

The other users 700 users are migrate to O365.

we need to use APM for pre authentication.

So you you are unlucky there can be 1050 sessions. But your O365 wil be SAML/OAuth so only short living sessions.

I think you would be safe with a 500 user/access sessions license.
