Create a shortcut to home screen for portal access

I create a shortcut with URL https://host.abc.com/uri to home screen of mobile device for portal access. It works fine that users can logon and access to the resource. However, if user does not logout and tap the shortcut again, it prompts "Access was denied by an access control list".

 

Is there any way that I can create a shortcut to bring user to a resource no matter how many times he taps on the shortcut?
